How Homeowner's Associations Began

Did you know how homeowner associations came to be? I was surprised to learn they are a result of the Clean Water Act of 1977 through which law required real estate developments to detain storm water so that the flow of water through a neighborhood was not changed by the development.
I can remember in the early '80's moving into a new home that backed to an old neighborhood and the change in rain water drainage caused by the development flooded the older neighborhood resulting in law suits.

Since the water detention facilities served multiple properties and required maintenance, common areas were designed and homeowner associations (HOA's) were established to own and maintain these areas after the developers were moved out.
