How Homeowner's Associations Began

Did you know how homeowner associations came to be? I was surprised to learn they are a result of the Clean Water Act of 1977 through which law required real estate developments to detain storm water so that the flow of water through a neighborhood was not changed by the development.
I can remember in the early '80's moving into a new home that backed to an old neighborhood and the change in rain water drainage caused by the development flooded the older neighborhood resulting in law suits.

Since the water detention facilities served multiple properties and required maintenance, common areas were designed and homeowner associations (HOA's) were established to own and maintain these areas after the developers were moved out.

Short-term Rental Ordinance in Austin

In 2012, Austin City Counsel enacted a short-term rental ordinance requiring homeowners who intended to rent their properties for a short term (short term rental - STR) to register and pay fees with and to the city. To apply for a license you may call 3-1-1 and make an appointment with the City of Austin Code Compliance Department staff or visit www.austintexas.gov/str

Proeprty Tax Increase for Austin

With the new city budget budget in place as of October 1, the property tax rate will increase from 48.11 cents per $100 of property value to 50.29 cents per $100 of property value. That could mean a tax increase for about $877 for a median-priced home.

Remember, in Texas, property taxes fund our schools and we do want to rank high in education.

Growth in Austin

  There are 11 new buildings planned for the Austin downtown area with four in progress! This suggests a continued planned recovery for the Austin area. Some of the projects include hotles such as JW Marriott a 47-story mixed-use tower with a planetarium as well as apartment and condos on Rainey Street.

The Austin Business Journal has reported that compared to 102 markets across the nation from September 2007 to September 2012, Austin added the largest percentage of private-sector jobs with a 7.6 percent increase. Out of 17 metro areas of over 500,000 in population Houston was number one adding 122,800 jobs and Austin was number two with 46,000 jobs added.

Active Listings: 5,737 - DOWN 16% from SEPTEMBER 2012

What a great time to buy! Interest rates are still really low and prices haven't gone up much but given the low inventory (active listings) we are looking at a switch to a seller's market.
